A three day conference for Road Funds Administrators has opened in Blantyre, with a challenge for countries to ensure construction of roads that can withstand extreme weather conditions.
Secretary to the Treasury, Betchani Tchereni, said African countries should be constructing roads and not reconstructing, which he said was draining resources.
He added that there was need to review legal frameworks, which sometime are a stumbling block to road maintenance and construction.
The African Road Maintenance Funds Association -ARMFA southern African region conference is being held under the theme of the impact of legal frameworks and climate change on the sustainability of road funds.
