Malawi launches National Carbon Market Framework

The Malawi Government has officially launched its National Carbon Market Framework, a policy designed to position the country within the global carbon trading arena to secure climate finance and drive green investments.

Unveiling the policy in Lilongwe, the Minister of Natural Resources and Climate Change, Owen Chomanika provided core objectives of the policy.

“This Framework has not been designed to threaten or scare investors,” he assured, “but rather to solidify our collaboration and to regularise the carbon trading process in the country,” said Chomanika.

He then announced a mandatory 90-day regularisation window, effective immediately, for all existing carbon projects to comply with the new regulations by registering with the Malawi Carbon Registry System to avoid future ineligibility.

Following the Minister’s address, the Principal Secretary, Yusuf Mkungula, outlined the operational structure of the policy. He confirmed that the Environmental Affairs Department (EAD) will act as the designated national authority.

“The EAD is an authorising entity and the single entry point for all carbon trading projects in Malawi,” said Mkungula.

He further said  that the framework provides essential guidance on procedures and minimum requirements to ensure Malawi develops one of the most “credible carbon markets in the region,” which will attract high-level investments that support both national development and emission reduction efforts.

The policy, a result of extensive national consultations, signals Malawi’s strategic intent to leverage international carbon markets to meet its climate goals under the Paris Agreement while ensuring environmental integrity and community benefits.
