DIRECTOR OF ENGINEERING (Re-advertised)

The Malawi Broadcasting Corporation (MBC) is Malawi’s national public service broadcaster, established under the Communications Act, 2016.

As a public broadcasting services licensee, MBC is mandated to inform, educate, and entertain the public through objective, professional, and independent broadcasting that promotes informed public discourse, reflects Malawi’s cultural diversity, and upholds human rights, the rule of law, and the Constitution.

To strengthen its executive leadership team and deliver on its strategic mandate, MBC invites applications from suitably qualified, experienced, and dynamic Malawian professionals to fill the following Executive Management positions:

POSITION 1: DIRECTOR OF HUMAN RESOURCES AND ADMINISTRATION (3-Year Performance-Based Contract | Based at MBC Head Office, Blantyre)

This is a highly demanding strategic leadership role. We are seeking a visionary and innovative HR leader who will provide policy guidance and initiate operational, human resource, and administrative innovations geared at making MBC a rejuvenated, vibrant, and competitive Corporation.

The ideal candidate will be a change agent, driving organizational effectiveness and fostering a high-performance culture.

KEY QUALIFICATIONS & EXPERIENCE •

Academic: A Master’s Degree AND a Bachelor’s Degree in Human Resource Management or Public Administration or Business Administration from recognized and accredited institutions.
• Professional Membership: Full membership of the Institute of People Management Malawi (IPMM) or an equivalent recognized national/international human resource professional body.
• Work Experience: A minimum of ten (10) years of post-graduate work experience, with at least five (5) of those years served at an Executive Management level within a reputable public or private institution.
This experience must demonstrate a proven track record of strategic leadership, policy formulation, organizational transformation, and Board governance.

• Governance Expert: Strong experience in managing Board and Committee affairs, including the provision of high-level governance and secretariat support.
• Exceptional Communicator: Superior written and verbal communication skills, good negotiation skills, with the ability to advise and influence Executive Management and staff on complex HR and administrative matters. • Integrity & Resilience: Unquestionable personal and professional integrity, with the resilience to manage a complex portfolio, including cross-cutting issues such as HIV/AIDS, gender mainstreaming, and climate change.
• People Management: Excellent people management and interpersonal skills; able to deal effectively with a diverse workforce; self-motivated and a strong team player.
• Labour Law Expertise: Thorough understanding of the Malawi Labour Laws and good human resource management practices.

KEY RESPONSIBILITIES AND DUTIES
• Policy & Strategy: o Formulating, implementing, monitoring, and reviewing human resource and administrative policies, procedures, and regulations to ensure operational effectiveness.

• Talent Management:
o Overseeing the entire recruitment and selection processes to attract, retain, and develop top talent.
o Planning, coordinating, and monitoring staff development and career progression frameworks.
o Administering performance and reward management systems, processes, and procedures.

• Strategic Advisory:
o Providing authoritative advice and support to management and staff on the implementation of the Corporation’s Human Resource and Administrative policies and procedures.
o Interpreting human resource and administrative policies, laws and regulations and ensuring compliance with applicable Malawi Labour Laws and good Human Resource Management practices.

• Governance & Board Support:
o Coordinating Board and Board Committee affairs, including the provision of governance and secretariat support, in liaison with the Director General.

• Cross-Cutting Management:
o Overseeing the management and implementation of cross-cutting issues such as HIV and AIDS, gender mainstreaming, and climate change awareness at the workplace.

• Operational Oversight:
o Overseeing the implementation of procurement, works, and buildings activities to ensure efficiency and value for money.
o Consolidating and implementing departmental budgets in line with corporate financial frameworks.
o Supervising staff in the Department;

• Performance & Reporting:
o Appraising the performance of Human Resource and Administration Managers.
o Coordinating the preparation and submission of statutory and Government reports, performance management documentation, and related corporate returns in liaison with Executive Management.
o Preparing management reports on the performance of the human resource and administration functions.

POSITION 2: DIRECTOR OF ENGINEERING (RE-ADVERTISED)

(Contract Terms Commensurate with Experience | Based at MBC Head Office, Blantyre)

This position was previously advertised; however, the recruitment process did not attract a sufficient number of suitably qualified candidates.

The Board has resolved to re-advertise to secure an exceptional technical leader to oversee the Corporation’s critical engineering infrastructure and broadcasting operations.

We are seeking a highly skilled engineer who will ensure technical excellence, signal integrity, and the modernization of MBC’s broadcasting systems.

KEY QUALIFICATIONS & EXPERIENCE

• Academic:

o A Master’s AND Bachelor’s Degree in Electrical, Telecommunications, or Electronics Engineering from a recognized and accredited institution.

• Work Experience:

A minimum of seven (7) years of progressive experience supervising an engineering workforce, specifically within broadcasting operations or a similarly complex technical environment.

o This experience must demonstrate a proven ability to manage large-scale technical infrastructure, lead capital planning, and oversee complex engineering projects.

ATTRIBUTES & COMPETENCIES

• Technical Mastery: Deep understanding of broadcasting technology, including studio systems, Outside Broadcasting (OB) systems, signal distribution, and FCC compliance standards.

• Project Management Expert:

Demonstrated ability to plan, design, direct, and coordinate complex engineering projects from conception to completion.

• Strategic Planner:

Proven capacity for strategic capital planning, budgeting, and resource allocation for engineering infrastructure and equipment.

• Problem-Solver:

Exceptional analytical and troubleshooting skills, with the ability to resolve complex technical issues across automated workflows, on-premise hardware/software, and cloud services.

• Collaborative Leader:

Strong interpersonal skills to liaise effectively with other directorates and ensure cross-functional alignment on quality service delivery.

KEY RESPONSIBILITIES

• Strategic Leadership:

o Planning and designing the station and Outside Broadcasting (OB) systems to meet modern broadcasting standards.

o Leading capital and recurring planning for the departmental expense budget •

Quality Assurance & Compliance:

o Assuring quality control of all installations to ensure technical excellence.

o Ensuring FCC compliance on all broadcast signals to maintain regulatory standards.

• Infrastructure Management:

o Managing the technical signal distribution, monitoring, and routing of infrastructure for the Corporation.

o Overseeing and maintaining station documentation for all electronic installations as well as building drawings.

o Managing and Overseeing all engineering infrastructure and equipment.

• Team Performance:

o Overseeing the performance management of engineering staff.

o Assigning, directing, and coordinating engineering-related projects to ensure timely and quality delivery.

• Technical Operations:

o Monitoring and troubleshooting technical and ICT issues, including automated workflows, on-premise hardware/software, and cloud services.

• Inter-Directorate Liaison: o Liaising with other directorates on the quality service delivery of the Engineering Directorate.

o Attending and contributing to management meetings to align technical strategy with corporate goals.
