"If you want good road network, piped water and improved health care sevice delivery, don't hesitate to for Mutharika, the only one who has people's welfare at heart," Phiri, who is Local Government Minister, said, on his whistle stop tour of the district on Sunday.
Phiri addressed large crowds at Ligowe, Zalewa and Kambale trading centres, emphasising that they should bote for Mutharika for continued development.
He said Government was committed to finish the construction of Neno road two years after the contractor was stopped for poor workmanship.
"I am urging you to trust none other than Professor Mutharika with your vote on July 2. Don't make a mistake of voting for a party that has been in opposition for 30 years and you should expect any development," he said.
He said leaders of MCP-UTM were "greedy people, failures and losers."
Neno north MP Thoko Tembo assured Phiri that Neno people were more than ready to tick the Mutharika box on July 2.
"People of Neno have agreed to do one thing- vote back Mutharika in large numbers," Tembo said.
Phiri welcomed scores of people who defected from the opposition to join the DPP-UDF Alliance.
