A. INTRODUCTION AND BACKGROUND
The Malawi Broadcasting Corporation (MBC) is a public service broadcaster (PSB) and the oldest Broadcasting Station in Malawi. The Corporation launched its services in Malawi, then Nyasaland, on 16th January 1964 with one radio station which is now called MBC Radio 1.
The Corporation later introduced a second radio station called Radio 2 FM in July 1997 which is essentially a commercial-oriented station.
On 1st July 2010, Malawi Government directed that Malawi Television Limited be incorporated with MBC as the license for the corporation to operate a television service in addition to radio
services.
Following the directive, MBC and Television Malawi Limited (TVM) were merged into one entity to provide public radio and television services efficiently and effectively.
Currently, under the Communications Act, of 2016, MBC is a public broadcasting services licensee mandated to inform, educate and entertain the public; encourage free and informed opinion on all matters of public interest; reflect the wide diversity of Malawi’s cultural life; and to respect human rights, the rule of law, and the Constitution through objective, professional and independent programming befitting a PSB.
To fulfil its revised mandate effectively and efficiently, an excellent and rare opportunity has arisen at MBC to engage a qualified person of Malawian origin to fill the Executive Management position of:
DIRECTOR OF HUMAN RESOURCE AND ADMINISTRATION
The position is tenable at MBC Head Office in Blantyre.
The Board of Directors of MBC, therefore, invites applications from suitable candidates to
fill this strategic position on a three (3) year employment contract. This is a highly demanding position that requires a person who has the demonstrable capacity to initiate operational, human resource management and administrative innovations geared at making MBC a rejuvenated, vibrant and competitive Corporation.
a) Purpose of the Position
To provide policy guidance in human resource and administrative issues for the effective and efficient delivery of services.
b) Key Responsibilities and Duties:
The following are the key duties and responsibilities of the Director of Human Resources and Administration:
i. Formulating, implementing, monitoring and reviewing human resource and administrative policies, procedures and regulations;
ii. Supervising staff in the Department;
iii. Overseeing recruitment and selection processes;
iv. Consolidating and implementing departmental budgets;
v. Planning, coordinating and monitoring staff development;
vi. Providing advice and support to management and staff on the implementation of
the Corporation’s Human Resource and Administrative policies and procedures;
vii. Interpreting human resource and administrative policies and regulations;
viii. Overseeing the management and implementation of cross-cutting issues such as
HIV and AIDS, gender mainstreaming and climate change awareness at the workplace;
ix. Overseeing implementation of procurement, works and buildings activities;
x. Appraising the performance of Human Resource and Administration Managers
c) Required Academic and Professional Qualifications and Experience:
At least a Master’s Degree in either of the following disciplines: Human Resources Management / Administration; Public Administration / Management; Business
Management / Administration from an accredited institution of higher learning;
Bachelor’s Degree in a relevant discipline from an accredited institution of higher
learning; and
At least 5 years of work experience in a senior managerial position in a reputable
public or private institution.
